This project was a participatory assessment process which provided donors, consultants and Ethiopian stakeholders who have been actively involved in the ESDP, with the opportunity to reflect on the preparation process for the design and partnership arrangements. The purpose of the assessment was to tap collective experience, to record lessons learned during ESDP preparation in Ethiopia and to examine these retrospectively in the light of subsequent developments. The objective was to provide information and lessons relevant for future Sector Development Programmes in other countries, specifically ways in which donors can operate collectively and in partnership with the host government.
