The Institutional Cooperation Instrument (ICI) refers to cooperation between Finnish government offices and institutions (Finnish agencies) and their counterparts in the developing countries. The ICI is a development cooperation instrument that is based on combining Finnish public sector know-how and the needs in a developing country public sector. The ICI projects support the capacity building of the public sector organizations in developing countries.
