Promoting Sustainable Community Based Natural Resource Management and Institutional Development in Indonesia

FCG has involved in development of the Indonesian forestry sector and natural resources management over the years.

In addition to short-term assignments, we have implemented a large EU-funded South/Central Kalimantan Production Forest Programme in 1998 – 2004 and recently, in 2011 – 2014, a project called as Energy and Environment Partnership with Indonesia (EEP Indonesia), funded by the MFA Finland. Currently we provide technical assistance for the WB and DANIDA co-funded project called “FIP II - Promoting Sustainable Community Based Natural Resource Management and Institutional Development”.

The Forest Investment Program II (FIP II), a targeted program of the Strategic Climate Fund (SCF) under the Climate Investment Fund (CIF), supports priority investments in solving the driving factors of deforestation.  The objective of this 5-year project is to strengthen institutional and local capacity for decentralized forest management and generate improved forest-based livelihoods in targeted areas. The World Bank and DANIDA have allocated USD 22.42 million to support the national program on improving forest governance in 10 Forest Management Units (FMUs).

So far, the targeted 10 regional Forest Management Units (FMU) have been established in 8 different provinces (North Sumatera, Riau, South Kalimantan, West Nusa Tenggara, Central Sulawesi, Jambi, South Sumatera and East Kalimantan) and capacity building measures for their mobilization are ongoing.

The following major activities have been implemented:

  • Environmental and social assessment in 8 FMUs.
  • Guidelines for environmental and social safeguard developed and training in FMUs and Supporting Units ongoing.
  • Grievance Redress Mechanisms (GRM) developed and tested in two FMUs, also including free prior informed consultation with main beneficiaries.
  • Management system of FMUs reviewed and strengthened.
  • Ten villages in each FMU selected for demonstration of business models (SMEs, agro forestry, non-timber forest products, environmental services); local communities empowered on business planning and development.

FIP II is executed by the Directorate General of Forestry and Environmental Planning (Executing Agency), and implemented by five Directorates (Implementing Agencies) of the Ministry of Environment and Forestry.

Dr. Asep Sugih Suntana works as the National Project Manager and Juhani Härkönen, our advisor with over 11 years of experience in Indonesia, as the International Senior Technical and Policy Advisor of the project. Juhani Härkönen also works as the FCG Home-Office Project Director in Helsinki.
