Civil Service pay reform in Cambodia

The Government of Cambodia strived to reform the civil service pay system as a component of the Government triangular development strategy. The pay system at the time was distorted and needed substantial reform. The donor partners had in addition introduced supplementary salary and pay systems that were uncoordinated and not transparent.
