End of Project Review: Effective Coastal Fisheries Management (ECFM) and Sustainable Pacific Aquaculture Development Projects (PacAqua)

The Coastal Fisheries & Aquaculture Programme (CFAP) of the Division of Fisheries, Aquaculture and Marine Ecosystems (FAME) within the Pacific Community (SPC) commissioned an end-of-project evaluation of two related projects under the same funding stream: 1) the Effective Coastal Fisheries Management (ECFM) project and 2) the Sustainable Pacific Aquaculture Development (PacAqua) project. This end-of-project evaluation was used to inform the implementation of the recently approved second phase of these projects, designed as a single project called Sustainable Coastal Fisheries and Aquaculture for pacific Livelihoods, Food and Economic Security (SCOFA) project. The evaluation will be used by programme managers, MFAT and other stakeholders to:

• Assess effectiveness: Identify the outcomes and sustainability of the ECFM and PacAqua projects’ short and medium-term outcomes and whether these projects are likely to contribute to their long-term outcomes.

• Assess relevance: Assess the extent to which the ECFM and PacAqua projects have met the needs and priorities of SPC-FAME, national partners, New Zealand’s Ministry of Foreign Affairs and Trade (MFAT) and other implementing partners.

• Inform current and future project scoping and design: Inform decisions on MFAT’s Pacific fisheries work, including lessons and recommendations for the second phase of the ECFM and PacAqua projects, the combined SCOFA project.

The end-of-project evaluation informs planning and implementation of the newly approved SCOFA project and similar future initiatives in the region, documents lessons learned and identifies key recommendations for the new project’s design so that it is integrating social and environmental responsibility policy components and any adjustments needed. The results of the end-of-project evaluation is reported to the funding partners and disseminated to SPC and FAME senior management, Coastal Fisheries and Aquaculture Programme team, ECFM and PacAqua implementing partners and national fisheries agencies as key stakeholders.
