Evaluation of Academic Cooperation on Human Rights in Belarus 2015 – 2019
This assignment was aimed to include a full evaluation of the programme “Academic cooperation on Human Rights in Belarus 2015-2019”. The project tackles limited capacities and opportunities of academic institutions in Belarus to deliver quality human rights education and research, and to offer a basis for interaction with actors in society on relevant human rights and gender equality issues. The project is planned, implemented, and reported by the Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI). Sida has been supporting RWI in Belarus since 2015.
The objectives of the evaluation were to:
- To serve as an input for Sida to assess whether a new phase of the project is relevant and cost-efficient and should receive funding from Sida.
- To help Sida and RWI to assess the new curriculas in the programme as well as to assess the instutionalisation of the Human Right Center (HRC), the local ownership of courses on human rights and/or gender equality as an additional discipline within targeted Academic Institutions in Belarus.
Due to the corona epidemic and the political situation in Belarus during 2020, the full evaluation could not be completed. A desk review report was submitted as a part deliverable before the contract was terminated
