Evaluation of the EU-Afghanistan Peace Support Mechanism
The assignment involved the evaluation of the European Union's Afghanistan Peace Support Mechanism (EU APSM), which was launched by the EU on 17 June 2019 and is implemented by Sida together with its technical and thematic partner Folke Bernadotte Academy (FBA). The purpose of the mechanism is to deliver on the EU’s commitment to support an inclusive Afghan peace process.
The evalution sought to:
a) Understand the effectiveness and efficiency of the mechanism in providing flexible support and gather lessons learnt that could be applied in future peace mechanisms in support of other peace processes;
b) Understand the impact and the relevance of the sub-granting scheme in achieving the overall objective of the project; and
c) Assess to what extent the Afghan contexts has facilitated/hindered the implementation of the project; assess the suitability of such a mechanism for the Afghan context.
The evaluation provided the EU, Sida and FBA with an understanding of the effectiveness and efficiency of the mechanism in providing flexible support; and gathered lessons learnt that could be applied in future peace mechanisms in support of other peace processes. This was based on a mix document review, interviews and field and remote work.
