Evaluation of the implementation of the Strategy for capacity development, partnership and methods that support the 2030 Agenda for sustainable development
In 2018, the Swedish Government launched the Strategy for capacity development, partnership and methods that support the 2030 Agenda for sustainable development, internally called the KAPAME strategy. The strategy applies to the period 2018-2022 and sets goals as well as directs funds allocated each year in the appropriation directions for Sida and the Swedish Institute. So far, this has been approximately SEK 710 million per year for Sida. The purpose of activities under the strategy is to contribute to capacity development, collaboration and partnership with a range of actors, to develop methods and forms for working as well as to strengthen and broaden the Swedish resource base.
The main evaluation object is the implementation of the Strategy for Capacity Development, Partnership and Methods that support the 2030 Agenda for Sustainable Development 2018-2022 at Sida.
There are two main purpose of the evaluation:
1. to help CAPDEV and other Sida units that implement the KAPAME strategy to assess progress of the strategy implementation, to learn from what works well and less well, and to systematise such assessments and learning at the portfolio level until the end of the strategy period.
2. to facilitate an in-depth review process that provides Sida with necessary information for the in-depth strategy report due in April 2021, including recommendations for next strategy period.
