Evaluation of the SIANI program (phase 3)
The evaluation object is The Swedish International Agricultural Network Initiative (SIANI) hosted within the Stockholm Environment Institute. SIANI was founded around 12 years ago to increase the understanding of the pivotal role of agriculture for sustainable development, simultaneously increasing policy coherence in accordance with Sweden’s policy for Global Development. The activities were networking, awareness raising and knowledge exchange of development issues related to low-income countries. The programme is now in its third phase (since 2016). In 2016 an external evaluation concluded that SIANI should be seen as a long-term investment.
The evaluation scope is to conduct a developmental evaluation to promote learning processes within SIANI with the aim of entering a possible fourth phase with increased capacity and stronger processes in place. A developmental evaluation will work closely with the SIANI management structures in analyzing the Theory of Change and the internal SIANI processes to further improve result achievements. The present assignment is – while applying an evaluative point of view, also a direct support to the SIANI development itself, rather than an outside assessment.
While evaluation criteria and standards are applied throughout the assignment, we firmly believe that in addition strong communicative, facilitative and institutional development methodologies is equally important. In order to be responsive to needs, it also means that a process-oriented approach is taken to the entire assignment. Methodologies are adjusted along the road and in close consultation and collaboration with the SIANI management structures.
The evaluation will draw on the Outcome Harvesting approach, which will be intergrated into the following methods: survey, semi-structured interviews with key informants, an assessment of SIANI complementarity based on a mix of interviews and internet search, six participatory workshops lasting between 4-6 hours. A desk review will be conducted in all phases of the assignment. The evaluation is carried out from January 2021 to December 2021.
