Evaluation of the SIANI program (phase 3)
This assignment was to conduct an evaluation of the The Swedish International Agricultural Network Initiative (SIANI) hosted within the Stockholm Environment Institute. SIANI was founded around 12 years ago to increase the understanding of the pivotal role of agriculture for sustainable development, simultaneously increasing policy coherence in accordance with Sweden’s policy for Global Development. The activities were networking, awareness raising and knowledge exchange of development issues related to low-income countries. The programme is now in its third phase (since 2016).
The evaluation scope was to conduct a developmental evaluation to promote learning processes within SIANI with the aim of entering a possible fourth phase with increased capacity and stronger processes in place. The evaluation included assessment of 10 evaluations questions organised under the evaluation criteria relevance, effectiveness, sustainability and coherence. The evaluation team also supported the development of a new theory of change for SIANI phase 4.
While evaluation criteria and standards were applied throughout the assignment, participatory methods were used to faciliate real-time feedback to programme staff to support evaluation use and learning. The evaluation drew on the Outcome Harvesting approach to collect data on outcomes. Data collection methods included document review, electronic survey, semi-structured interviews with key informants, an assessment of SIANI complementarity based on a mix of interviews and internet search, six participatory workshops lasting between 4-6 hours. The evaluation was carried out from January 2021 to October 2021.
