Framework Agreement for Technical Assistance to the Kosovo Environmental Programme

The Embassy of Sweden in Pristina represents Sweden in Kosovo and  also manages Sweden’s reform cooperation with Kosovo. The cooperation between Sweden and Kosovo is governed by the Swedish government’s “Results strategy for reform cooperation with Eastern Europe, the Western Balkans and Turkey for the period 2014–2020”. One of three expected results within the strategy is a “A better environment, reduced climate impact and enhanced resilience to environmental impact and climate change”. With the aim of contributing to this result, Sweden and the Kosovo Ministry of Environment and Spatial Planning (MESP) entered into a four year agreement (2016-2020) aiming to provide support to MESP and the Inter-Minesterial Water Council (IMWC) in its implementation of the Kosovo Environmental Programme (KEP).

The Programme supports the capacity development of MESP, the IMWC, Municipalities, and other stakeholders concerned with environmental monitoring and management. More specifically the Program aims to develop capacity when it comes to the implementation of environmental legislation, in compliance with EU directives. With regard to the support given to the water sector, the program aims to enhance the knowledge of stakeholders when it comes to Kosovo’s water resources as well as improve their management and enhance resilience to environmental and climate change. Regarding the support to Kosovo Environmental Agency (KEPA) this program works with increasing knowledge and aiding in the protection of biodiversity as well as improve the management of trans-boundary protected areas. The components of the Program are made on the basis of the national priorities deriving from the Kosovar Government’s policy and strategy documents, including Kosovo Environmental Strategy and the National Environmental Action Plan.

The development objective of the Programme is to contribute to improving the environmental conditions in Kosovo. The specific objectives of the Programme are:

To develop the capacity of the Ministry of Environment and Spatial Planning, the Inter-Ministerial Water Council, municipalities, civil society and other stakeholders in environmental monitoring and management.

To develop the capacity for implementation of environmental legislation, in compliance with EU directives.

To enhance the knowledge of Kosovo’s water resources and develop capacity for their improved management, and enhance resilience to environmental and climate change.

To enhance knowledge and protection of biodiversity and develop capacity for improved management of transboundary protected areas.

The Programme has had a duration of 48 months. The Embassy of Sweden in Pristina contracted the ORGUT Consortium to provide technical support to strengthen the capacity of the MESP, IMWC, municipalities, and other stakeholders in environmental monitoring and management. Special focus is at strengthening MESP's capacity for implementation of environmental legislation, in compliance with EU directives.
