Mid-Term Evaluation of Tanzania Human Rights Defenders’ Strategic Plan (2018-2022)
The Tanzania Human Rights Defenders Coalition (THRDC) is a non-governmental, non-partisan and human rights organization formed by human rights focused organizations purposely to protect and promote the rights of human rights defenders in Tanzania. In January 2018, THRDC adopted its second Strategic Plan covering a new five years’ period (2018-2022).
This is a mid-term review of THRDC’s Strategic Plan the purpose of which is two-fold; to assess THRDC progress with the current Strategic Plan (2018-2020) and to provide input to upcoming discussions among stakeholders regarding the preparation of the new strategic plan period. The specific objective of the review was to determine the effectiveness, relevance and potential sustainability of the intervention focusing on effectiveness, including Results Based Management (RBM).The scope of the review has been the three outcome areas of the THRDC’s Strategic Plan 2018-2020 and their internal dependencies and interrelations. The evaluation also addresses cross-cutting issues and the review process has been focused on facilitating learning and reflection for the principal intended user i.e. THRDC.
A utilisation focused approach has been used along with a mixed methods data collection process based on document review and key informant interviews. The evaluation was carried out from December 2020 to April 2021.
