Mid-term review of UNICEF Country Program 2015-2019 (Child Protection, Water, Sanitation, Hygiene-WASH-, Social Policy, and Inclusion).
The objective of the assignment was to conduct a mid-term review of the support by Sida to the UNICEF Mali, in order to assess progress of the on-going 2015-2019 Country Programme, and in relations to the Sweden’s strategy in Mali, which will be also reviewed in 2018.
The evaluation assessed the performance of the interventions, identified areas for improvements, and formulated recommendations needed for the new phase of the project.
The ToR highlighted the need to analyse the relationships and the broader partnerships involved in the agreement, with the Government of Mali, civil society organizations funded through the agreement, partnership with municipalities and private actors.
The review also looked at planned and actual achievements, output and progress towards outcomes.
The review used the OECD DAC evaluation criteria of relevance, effectiveness and efficiency.
The target audience of the study was first the Embassy of Sweden in Bamako, and the programme management team of UNICEF Mali.
