Organisational Review of ACTED and DACAAR
Two organisational reviews were commissioned by Norad through its Framework Agreement for Organisational Reviews of Civil Society Organisations with FCG Sweden. These reviews are often conducted in connection with Norad's assessment of new funding applications. The two organisations under review were; 1) ACTED ( in Afghanistan), in its first year of implementing the fourth phase of a Sustained Rural Development Programme - SRDP (2018-2021), and 2) the Danish Committee for Afghan Refugees (DACAAR), with a multi-year programme (2013-2017) and a second cycle (2018-2021).
The reviews were done to enable the MFA and other branches of the Norwegian government, including Embassies and Norad, to make informed decisions on future support and identify important dialogue and follow-up issues.
The objectives of the review were to describe, analyse and assess:
- Organisational structure and governance, as well as partnerships and responsiveness;
- Cost efficiency and financial management; and
- The level of results achievement, including progress towards results and civil society strengthening.
