Organisational review of Norwegian Church Aid (NCA)
This review was commissioned in light of a funding agreement between Norad and Norwegian Church Aid (NCA) coming to an end in 2019. NCA, as one of the largest Norwegian CSOs working in long term development aid, humanitarian assistance and advocacy, is also one of the largest recipients of the Norad grant allocation to civil society in the South. The purpose of the review was to enable Norad to make a more informed decision on future support to NCA and identify issues for dialogue and follow up.
The objectives of the review were thus to describe, analyse and assess NCA´s organisational structure, governance, cost efficiency, financial management, auditing process, results management, civil society strengthening and partnership and responsiveness.
The assignment was carried out by a a two-member team who conducted a desk review of relevant documents, interviews with staff in Oslo and field visit to Tanzania. A limited desk review of NCA's programme in Somali was also conducted.
