As part of Norad’s management of cooperation agreements, Norad periodically performs organisational reviews. This review served as an important control and quality assurance function and will enable Norad to take informed decisions on support and identify important dialogue and follow-up issues. The review provided recommendations to ensure better planning and follow-up by Norad and by the grant recipients.

The Section for Oceans in Norad evaluated 10 proposals that have advanced to full evaluation under the Civil society in a sustainable and inclusive ocean economy call for proposals. They were assessed based on the 7 RAM (Resource Allocation Model) standards. The seven standards describe and assess 1) the applicant, 2) previously achieved results, 3) the project’s relevance, 4) the project’s result management, 5) risk and cross-cutting issues, 6) the project’s sustainability, local ownership and exit strategy, and 7) the project’s budget. Together, the standards provide a full an in-depth overview of the proposed project.
