Reviews of FBDS and AdT, Brazil

The organizational reviews of Fundação Brasileira para o Desenvolvimento Sustentável (FBDS) and Amigos da Terra (AdT) in Brazil are part of Norad’s management of cooperation agreements, where Norad periodically performs organisational reviews. The two organizations are:
• The Fundação Brasileira para o Desenvolvimento Sustentável (FBDS) is a new NICFI partner from 2021 and has secured a grant from 2021 to 2025 of NOK 30 million. FBDS is a Brazilian NGO founded in 1992. Its mission is to disseminate the best environmental and sustainability practices and influence its target audience, thus contributing to public policy formulations.
• Amigos da Terra (AdT) is a Brazilian NGO founded in 1994 that works with sustainable initiatives towards zero deforestation in the Amazonian natural habitats. AdT has been granted funding for 2021-2025 of NOK 40 million. Although AdT is new to the role of being a lead partner, they have previously been a sub-grantee of several NICFI grants. AdT is now serving as the secretariat for the Forest Code Observatory (FCO) in Brazil, a coalition of 30 Brazilian NGOs and institutions. The FCO received a NICFI grant in 2016-2020 when IPAM served as the secretariat.
• BV Rio is a sub-grantee in both the above projects and is the main implementing partner in the FBDS granted project. BV Rio should thus be subject to a mini review. BV Rio was considered as a grantee before the funding cycle of 2016-2020. However, some issues were discovered during partner assessments that made them less eligible as a lead partner. BV Rio was, however, allowed to be a sub-grantee in the Forest Code Observatory (lead partner IPAM). The overall 5-years (2021-2025) allocation for 39 CSOs amounts to NOK 1.835 billion (approx. USD 215 million by July 2021). Both FBDS and AdT are funded under the NICFI priority area 4: “Mobilizing ambition and support for forest-friendly policies”.1
The reviews are the first performed of the organizations. There were no significant issues discovered during the application process. Norad wants to undertake these organizational reviews early on to get better acquainted with the organization and its capacities. Due to Covid-19 and travel restrictions, there has been no partner visits during the application assessment process or so far in the project period. The reviews are now scheduled to take place from February to June 2022 and will be conducted in parallel, albeit slightly staggered.
