Strengthening decentralisation and local governance

The project supported the UNDP Local Governance Programme in Albania. It had two components: (1) A review of the practical implementation of legislation for decentralisation of authority and responsibility in Albania, with a view to provide the government with recommendation for improved implementation. (2) A training of trainers programme carried out in three pilot regions for capacity building of local authorities. The programme was based on Action Learning principles and consisted of three workshops with test trainings in between. 15 Master trainers were examined that could go on and carry out training with the training material, which they also assisted in producing.
