Support to Ukraine's 2016-2020 Public Administration Reform Strategy

The purposes of this contract are to assist and support of the Government of Ukraine:

1.      To improve the capacity of the Government to steer, coordinate, implement, monitor and report the PAR process;

2.      To enhance strategic policy planning and the quality of policy and legislative development;

3.      To increase professionalism, effectiveness and politically neutrality of the civil service;

4.      To improve accountability and the organisational set-up of public administration;

5.      To improve the quality and accessibility of public service delivery and to reduce administrative burden for citizens and business;
