SIPU International was contracted to perform an Analysis and Assessment of the Zanzibar Education Sector Public Expenditure Review (PER) covering areas such as:

  • information and content valuation regarding the relevance and applicability of the PER analysis
  • an evaluation of conclusions and recommendations of the report as well as a general judgment of what should be prioritised
  • evaluation of methodology used and how it could/should be developed for future similar studies
  • suggestions for how Sida should act on the content of the PER report.
