The overall objective of this assignment was to analyse the fulfilment of the eligibility criteria of macro-economic stability and credibility and feasibility of India's Public Financial Management systems and reform process for sector budget support to Government of India. This assessment was part of the formulation process that informed the finalisation of a Sector budget support to Elementary and Secondary Education by the EU Delegation.

The specific objectives of the mission were for the experts to provide all relevant information and recommendations required to support the delegation in the formulation process of the new programme. The mission delivered draft Action Fiches, Technical and Administrative Provisions (TAPs) and eligibility documents for the internal approval processes of the EC (QSG) in January 2011. The major objective was to assess whether the country was making progress and was committed to increasing the coherence between the sector policy and the budget, building sound budgeting and placing the budget in a multi-year perspective, taking into account its current situation and technical capacity.
