The goal of the stocktaking under this ToR was to assess current programs (FIRMA, FARMA, GAP) and recommend how best to develop new programmatic interventions in local economic development and local governance. This assessment effort also considered other USAID and/or Sida programs, especially in the area of youth issues. The Consultant offered professional expertise to review present USAID, Sida and other donor programs and offered recommendations on new programmatic interventions. Recommendations considered the budget context for USAID and Sida, and political and economic parameters in BiH.
