The development objective was to enable territorial units to take increasingly greater control over their own development decision-making and resource mobilisation, resulting in a significant impact on people-centred sustainable development in Mongolia. The project included capacity building through training of trainers who trained politicians and officers at all local levels in all Mongolia, as well as Twinning collaborations with local governments in Sweden and support to strengthen the capacity of national policy research institutions. It also included support to MALA – the Mongolian Association of Local Authorities and an applied research and development programme about ethics in local government. The major approach is characterised by Action Learning, a combined method of problem solving and learning in groups to bring about change for individuals, teams and organisations.
