Capacity Development Support to Governance (CD-SG) overall objective was to strengthen inclusive service provisions in selected municipalities in five provinces of Nepal. The core issue was that the service provision in Nepal's municipalities is often not inclusive of women, Dalit castes, ethnic minorities, people with disabilities and other “disadvantaged groups” (DAGs). The main project is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and its lead executing agency is the Ministry of Federal Affairs and General Administration (MoFAGA), Nepal.

The project strengthened selected municipalities in the participatory preparation of local development plans, the expansion of participation opportunities and the inclusive provision of services through capacity development as well as technical, organisational and process advice. The key activities of the TA consultancy were:

1) Policy support and technical advice for inclusive integrated local development strategies/plans: Implementation of this activity included inclusive local development planning (incl. sectoral strategies in the areas of economy, health, energy) as well as annual planning, budgeting and monitoring.

2) Develop capacities of CD institutions (MOFAGA, Provincial Centers for Good Governance (PCGG) and Local Government Agencies) for dissemination of best practices. The capacity of the PCGG and other organizations was strengthened through training. The consultancy will assist the institutions in formulating practical orientations (e.g. guidelines for participatory and inclusive local development planning), presenting those to relevant provincial administrations and federal institutions, and disseminating the orientations to local governments.

3) Disseminate best practices at local level through horizontal and vertical learning. Development and institutionalisation of inter-municipal learning and exchange networks by municipal associations and municipalities.
