The purpose of this task was to have an overall picture about the Finnish development cooperation based on the results of the three different meta-analyses that the Ministry for Foreign Affairs of Finland has carried out earlier in 1996 (62 reports), 2006 (29 reports) and 2009 (33 reports).

Another purpose was to see whether the development cooperation has changed in compliance with the recommendations given in the two earlier meta-analyses (conducted in 1996 and 2006).
The Ministry for Foreign Affairs of Finland has carried out three different meta-analyses of development evaluations in order to assess the quality of development cooperation at a period of time. The meta-analyses were conducted in 1996 (62 reports), 2006 (29 reports) and 2009 (33 reports).
The purpose of this task was to have an overall picture about the Finnish development cooperation based on the results of the three different meta-analyses. Another purpose was to see whether the development cooperation has changed in compliance with the recommendations given in the two earlier meta-analyses (conducted in 1996 and 2006).
The objective of this task was to compare the two earlier meta-analyses conducted in 1996 and 2006, and to the extent possible the meta-analysis conducted in 2009. The direction of possible changes or the possible stagnation of the development cooperation was studied through the comparison. In addition a SWOT-analysis was carried out; i.e. the strengths, weaknesses, opportunities and threats.
