Since the year 2000, the Rwandan Government implements decentralisation reforms that are linked to the aim of meeting the Millennium Development Goals (MDGs) for equal political, economic and social development and increased political participation of the Rwandan population. The German development cooperation (GIZ) engages in the field of decentralisation in the joint program “Support to decentralisation as a contribution to good governance in Rwanda". This project in turn consisted of two service packages:

Package 1: Support to the development of a curriculum for local government officials and staff and facilitation of South-South exchange between local government associations and local government training facilities – The Rwandan partner of the first service package was the Rwanda Association of Local Government Authorities (RALGA), a membership organisation that brings together local governments in Rwanda. RALGA prepared for the establishment of a Local Government Institute (LGI) which was strongly supported by the Ministry of Local Government. The objective of the support was to enable the LGI to provide high-quality training based on identified needs and meeting international standards of higher education.

Package 2: Support to the development of a Local Government Capacity Building Pooled Fund – The aim of the pooled fund was to improve coordination of local government capacity building across Government and with Development Partners. The Rwandan partner was the Rwanda Governance Board (RGB).
