Development of an Information System for Land Administration

One of the components in Sida-Amhara Rural Development Programme (SARDP) is Land Administration and its major achievement is the strengthening of the land administration system. The number of households with access to secure land tenure has increased and a corner stone in a modern land administration system is computerised register data. An interim computerised land administration system has been developed at BoEPLAU (Bureau of Environmental Protection, Land Administration & Use) since 2003. The system was continuously developed and upgraded.

The purpose of an Information System for Land Administration (ISLA) is to:

• develop a computerised land administration system, thus creating a simple and cost efficient system for land administration
• conduct necessary training and compile documents needed for administration and implementation of the system.

The development of ISLA was carried out in several assignments:

• February 2010, 2.5 weeks, development and training of ISLA 1.5.0
• April 2008, 2 weeks, development and training of ISLA 1.4.0
• April 2007, 3 weeks, development and training of ISLA 1.3.0 & 1.3.1
• November 2006, 2 weeks, development and training of ISLA 1.2.0
• May 2006, 2 weeks, development and training of ISLA 1.1.0
• March 2006, 1 week, review of ISLA compatibility to ELTAP requirements
• January- April 2004, 18 weeks, development and training of ISLA 1.0.0
• December 2003, 3 weeks, initialisation of ISLA development
