EPLAUA was established by the Environmental Protection, Land Administration & Use Authority (EPLAUA) Proclamation (47/2000). Beginning from 2002 Sida – the Swedish international development agency has supported the bureau through the SARDP – Sida Amhara Rural Development Program. The land administration system that the bureau developed with the help of the Sida support has been recognized worldwide as very innovative. Other donors are now coming in and want to capitalize on the achievements. This is welcomed but there is need to inform them and other stakeholders how this program started and developed and of the future plans and challenges.
