SIPU was commissioned by Sida

  • to discuss with the Ministry the structure of the internal organisation and undertakings and need for temporary enhancement through the means of local external expertise,
  • to help the Ministry to organise the use of external expertise and identify the timing and achievements of such an enhancement to be supported by Sida,
  • to identify a local organisation, which can provide such staff on short term assignments on a “staff for hire”-basis, and agree on terms and conditions to be applied for such assignments, and
  • to assist the Ministry in putting together the proposal for the enhancement project to be considered and approved by Sida for financing.
