The Government’s Targeted Programs for Poverty Reduction were being revised so as to make them closely aligned to the re-designed Socio-Economic Development Program for Ethnic Minority and Remote Areas for 2006-2010. Both the World Bank and other donors expressed an interest in supporting the revised programs through a sector-wide approach. The revision was being carried out through a number of separately identified studies and consultancies, including this Environmental and Social Assessment, to ensure that the interventions were to promote positive outcomes. The proposed operation was referred to as the Poor Communes Livelihoods and Infrastructure Program (P-CLIP).
