Evaluation of the Core Support Programme for Civil Society Organisations in Moldova

This evaluation is commisioned by the Embassy’s of Sweden in Moldova. It covers the Embassy's Core Support Programme (“The Programme”) which pioneered a new type of cooperation with civil society organisations (CSOs) since 2016. The rationale and purpose of this evaluation are to distil learnings from the programme to feed into the process of designing the subsequent phase of The Programme, to begin in 2024. In late 2023/early 2024, terms of reference will be designed for the procurement of a new framework for consultancy services that are expected to strengthen the capacity of and accompany a new batch of CSOs. The evaluation is expected to develop recommendations on the future programme, proposing what could be done differently. 

Primary intended users of the evaluation are the Embassy, in particular, the Reform Cooperation team, Sida (mainly the Department for Europe and Latin America, Divisions of Eastern Europe and thematic support, and the Department of Partnerships and Innovation, Division of Support to Civil Society). Furthermore, the evaluation may be used by the management of participating CSOs and other stakeholders, such as donors.
