In accordance with the implementation modalities stated in the grant agreement, a final evaluation of the project and all its components was carried out to: “Evaluate the results achieved by the consortium WaterAid – Eau Vive and its subsequent performance in the implementation of the support for the Promotion of access to safe water, Hygiene and Sanitation in the Centre-North, Centre-South and North Regions of Burkina Faso on the one hand, and on the other hand, identify the achievements and shortcomings in order to provide elements to recommend and orient a possible future intervention on the theme of access to safe water and sanitation”. This evaluation was a single final evaluation according to the OECD DAC criteria. There was no mid-term evaluation.

The purpose of this evaluation was to conduct an end-of-phase evaluation, according to the OECD DAC standard and criteria, of the implementation of the project for the Promotion of Hygiene and Sanitation in the Centre-North, Centre-South and North Regions of Burkina Faso. The main objective of this final evaluation was to measure the level of achievement of the project's objectives and its initial effects on the target groups.

The purpose or intended use of the evaluation was to:

  • Measure the level of achievement of the objectives and results of the project then analyse its relevance, effectiveness, efficiency and sustainability as well as its possible effects on the targeted communities;
  • Identify the strengths and weaknesses of the intervention and possible measures to be taken to ensure the sustainability of actions at the community level;
  • Identify success factors in areas where local ownership is effective, innovations brought about by the project and make proposals for improving future interventions;
  • Make clear and realistic recommendations for improving the design and management of future hygiene and sanitation promotion projects.

The evaluation provided:

  • Lessons to the consortium WaterAid-Eau Vive on the results achieved and the relevance of the approaches developed for the promotion of hygiene and sanitation through the implementation of this project in the Centre-North, Centre-South and North Regions of Burkina Faso;
  • The Swedish Embassy and its partners with an input to upcoming discussions concerning the preparation of a possible new phase of intervention on support to access to safe water and the promotion of hygiene and sanitation in Burkina Faso;
  • Help to the Swedish Embassy to assess progress of its portfolio of projects/programmes to inform strategic decision making.

The primary intended users of the evaluation were:

  • The project management team of project such as the member of the consortium WaterAidEau Vive;
  • The stakeholders and government institutions in charge of this sector of water and sanitation topic;
  • The Swedish Embassy in Burkina Faso.

Other stakeholders that had to be kept informed about the evaluation include The Ministry of Economics and Finances of Burkina Faso and The Danish embassy in Burkina Faso and all donors involved in the sector
