Evaluation of the Regionalized Program of the Office of the People’s Defender of Colombia

SIPU performed an impact evaluation of the Regionalized Program of the Office of the People’s Defender (OPD) of Colombia, which was implemented between June 2005 and March 2008. Six broad areas were analyzed: the program’s impact, its sustainability, its relevance with respect to the needs of the target population and the degrees of efficiency and efficacy with which it was carried out, taking into consideration the terms established by the program document. The Terms of Reference also requested an evaluation of the results achieved by the Monitoring Mechanism, which was established with the purpose of providing technical assistance and support to the program in the area of planning, monitoring and evaluation.
