The overall objective of the SRC was to assist the Government of Serbia (GoS) to have borders that are open for the free movement of people and goods, but well controlled and secured from any illegal activities, in accordance with the EU IBM Guidelines and Principles. The programme had four specific objectives: better intra-agency, inter-agency and international cooperation, coordination and liaison and exchange of information; more effective detection of cross-border crime; an increase in the institutional and operational (technical) capacity of the border agencies to perform border checks and border surveillance; and more effective prevention of irregular migration. At the impact level, the SRC was expected to contribute to the overall objective of the IBM strategy; to the alignment of Serbia’s IBM system to EU standards; to the achievement of the Chapter 24 requirements in this area; to the better detection and deterring of all types of cross-border crime; and to better management of migration flows. At the outcome level, the SRC supported the key pillars of the IBM Strategy, 2017-2020.
