Evaluation of the Swedish Support to the Tax Administration in Albania

Sweden supported the Albanian Tax Administration from July 2004 to June 2012. This evaluation covers the second phase running from October 2008 to June 2012. The project was managed by The Swedish Tax Agency (STA or Skatteverket) which also provided technical expertise. The evaluation had a two-fold objective: to take stock of the project performance to date and to assess options for the continuation of support.

The project was divided into six components: Taxpayer Services, Updated Audit Services, Monitoring GTD Efficiency, EU-alignment of Tax Statistics, Industry Notes and Gender. The project as a whole and the different components have been evaluated for their: relevance, impact, effectiveness, efficiency, and sustainability.
