Following the findings of the World Bank ILAS mission (November 2011 and February, 2012) and the current crisis situation related to the implementation of Joint Information System (JIS) Contract and JIS functioning (i.e. slow performance, missing joint business processes, frequent system failure, etc.), it was decided to stop the roll-out of the JIS, and to perform a JIS quality audit. Outcome of this audit should include a comparison of contracted – delivered requirements, finding facts regarding the JIS functionality, JIS IT/IS Architecture, JIS software architecture, and other relevant topics influencing the current situation. Also, recommendations to resolve the encountered problems should be made including estimations of resources, planning & duration.
The Client was requesting a short term consultancy to develop the TOR for the independent auditor to perform this Technical Quality Audit of the Joint Information System (JIS), to participate in selection of the auditor, and for reviewing of auditor’s deliverables.
The main objective of the consultancy was to assist the MoJ and the SGA to prepare a Terms of Reference for hiring a Consultant to perform a Technical Quality Audit of the Joint Information System (JIS), and, as an independent evaluator, to participate in the selection process of the Consultant, and to assist in the evaluation and acceptance of the quality audit deliverables. The activities, missions and reports that supported this objective are described in the following section.
