The purpose of the evaluation is to identify and assess to what extent the interventions of the SIA programme have resulted in outcomes that achieve the programme aims, which are the following:
1. Increase access to expertise from the Swedish resource base to further Sweden’s contribution to the achievement of the 2030 Agenda.
2. Improve the capacity of institutions in OECD/DAC countries to comply with international
sustainability standards, particularly the International Finance Corporation (IFC) Performance Standards, to increase the number of investments in sustainable infrastructure projects that contribute to the achievement of the 2030 Agenda.
The evaluation should also analyse the programme strategies in achieving its aims and contribution to Sida’s goals on poverty reduction as well as Sida’s general selection, results, decision criteria and guiding principles (policies and strategies), and identify lessons learned and challenges and make recommendations for improving future implementation during the scale-up of the SIA programme in 2023 and onwards.
