The consultant was hired to assist staff in the Lima municipal government to prepare a project document that would be considered for financing by Sida, through the so-called “KTS” system. KTS can be freely translated as “contract financed technical cooperation”; projects are carried out on basis of a consulting contract between the recipient institution and a Swedish consulting company.

The project title, in this case, refers to a project for the strengthening of municipal government in the Lima Metropolitan Area, which is currently dispersed among one “provincial municipality” and 43 “district municipalities".
