Sida has the mission from the government office to provide, implement and mainstream financial instruments as loans and guarantees to be used in developing countries, to crowd in other financing sources to enhance the development aid budget. In Sida, the unit for Loans and Guarantees is the focal point and the centre of expertise for the utilisation of these financing forms. Since it often takes special skills and knowledge working close to the market in developing countries and dealing with actors in the market, Sida decided to procure the services of legal and financial experts with experience from developing countries on short term and long-term basis.

Within the Framework Agreement ORGUT provided a range of expertise that Sida could draw on for support to Sida's project and programmes with focus on development financing. Services through the Framework Agreement were also to provide inputs to Sida's strategy and policy processes as well as capacity development. The Framework Agreement was at the disposal of all Sida departments and units wanting to acquire services within the scope of the agreement. Swedish Embassies and sections for development cooperation were entitled, but not obliged, to place orders under the framework agreement.
