The Government of Uganda and its Development Partners prepared a Joint Water and Sanitation Sector Programme Support for 2008-12. This assessment was one of the preparatory studies for the JWSSPS and acted as the base for decision making on the way forward to establish an appropriate funding instrument for investments in small towns and rural growth centres. The JWSSP envisaged establishing a common funding mechanism which responded to the needs for major multi annual investments. A Water and Sanitation Development Facility or Fund was proposed.
Aim of the mission was to assess the feasibility of setting up the WSDF considering various funding options and to propose recommendations on legal issues and for the formal establishment and institutional setup of such Fund/Facility with a defined road map towards its establishment. Several core recommendations of the study have been adopted for implementation.
