This mission was designed to support the Institute for the Development of Small-Scale (Artisanal) Fisheries (IDPPE) to explore opportunities to fulfil the requirements of the Strategic Plan for the Development of the Artisanal Fisheries (PESPA) for social development, with a focus on WASH activities, in line with current national sector strategies and donor activities. The aim was to put particular emphasis on the possible ways IDPPE could coordinate with implementers of WASH and other social interventions in fishing communities.
The Institute for the Development of Small-Scale (Artisanal) Fisheries (IDPPE) was the key institution in Mozambique for artisanal fisheries development, under the auspices of the Ministry of Fisheries. The mandate of IDPPE was based on the Strategic Plan for the Development of the Artisanal Fisheries sub-sector (PESPA), which aimed to improve the living standards of artisanal fishing communities through improved household income, housing quality, health, food security, and local capacity for development. The goal of the mission was to assist IDPPE to explore opportunities to fulfil the PESPA requirements for social development, with a focus on WASH activities, in line with current national sector strategies and donor activities.
The objectives of the WASH mission to Mozambique were to:
i) Clarify the need for WASH and other social interventions in PescAqua target areas (strategic fishing centres in coastal areas), including the higher value fishing operations;
ii) Analyse the implementation issues experienced from past integrated social and productive investments, taking into account the internal structure and organisation of IDPPE;
iii) Identify which WASH and other social development interventions (characteristics and financing magnitude) of national programmes are programmed for implementation in PescAqua target areas;
iv) Identify and assess implementation capacities specialised in the WASH and other social sectors available in PescAqua target areas;
v) Analyse the information above to determine possible ways for IDPPE to coordinate with implementers of WASH and other social interventions in fishing communities, using the case of PescAqua as an example. Special care will be taken to ensure that the modalities proposed do not distract IDPPE staff from their core mandate;
vi) Communicate results to the relevant ministries, IDPPE, and IFAD HQ.
