The project was part of Sida’s Contract Financed Technical Cooperation Programme (KTS). The project aimed to provide the necessary technical support to the San Salvador Municipality in order to modernise its cadastre systems and to introduce a new tax system, improving the conditions for urban planning and service delivery. The project provided the required institutional capacity building in the areas of process reengineering and Human Resources Development.

The project was implemented with local counterparts in all areas of activity. The Project had to make proposals related to changes on the existing municipal legal framework. The project required the political approval of all major new proposals and also the buy-in of the municipal officials involved and finally an acceptance by the city residents in general.
