To further its decentralisation and give greater attention to urban issues, Kenya established a National Urban Development Policy Secretariat and team. This group of experts wished to benchmark its ideas against policies in place in other countries. SIPU was requested to organise a visit to Colombia, especially Bogota and Medellin to study its systems for urban planning, collective transportation, and governance.

SIPU set up an appropriate schedule of visits and presenters, including site visits to various instituions and locations to see features in operation. Time was provided in the programme to reflect on what was seen and heard, and to discuss potential adaptation of certain approaches and features to the urban scene in Kenya – with relevance to decentralisation, national urban development policy, sustainable urban planning, urban transport, urban governance. The services were provided under the Infrastructure Framework Agreement with Sida.
