To further its decentralisation and give greater attention to urban issues, Kenya established a National Urban Development Policy Secretariat and team. This group of experts wished to benchmark its ideas against policies in place in other countries. SIPU was requested to organise a visit to Brazil, especially Curitiba to study its systems for urban planning, collective transportation, and governance.

The services were provided under the Infrastructure Framework Agreement with Sida.
