As part of Norads management of cooperation agreements, Norad periodically performs organisational reviews. This review will serve as an important control and quality assurance function and should enable Norad to take informed decisions on support and identify important dialogue and follow-up issues. The review shall provide recommendations to ensure better planning and follow-up by Norad and by the grant recipients.

Organizational review of Yayasan Institut Sumber Daya Dunia/World Resources Institute Indonesia

The review had a broad scope. This was the first review of Yayasan Institut Sumber Daya Dunia/World Resources Institute Indonesia (hereafter WRI Indonesia) commissioned by Norad. WRI Indonesia is a new partner to Norad for the 2021-25 period. The period covered by the review was from the grant agreement was signed until 2023.

Particular attention was given to reviewing the following aspect and issues:

  • Income and financial sustainability
  • Funding from multiple donors and questions of synergies versus overlap in WRI’s various projects (including charging of costs)
  • Staffing plans and the use of consultants
  • Management of subgrantees

Organizational review of Perkumpulan Samdhana Institut

The review had a broad scope. This was also the first review of Samdhana commissioned by Norad. Samdhana has previously received several grants from Norad. The time-period covered was the current grant agreement.

Particular attention was given to reviewing the following aspect and issues:

  • Management of subgrantees and roles and coordination among sub-grantees in the project consortium: How is compliance with requirements in the Norad grant agreement ensured? How is coordination among consortium members ensured in the current Norad-supported project?
  • Funding from multiple donors and questions of synergies versus overlap in Samdhana’s various projects (including charging of costs)
