Norwegian Agency for Development Cooperation (Norad)supports Ipas global programme with the core support grant QZA-17/0289. The initial agreement from 2017 was later expanded both in time and funding and the current agreement (2017-2022) has a value of NOK 186 189 000. The review has focused on Ipas’ Global Programme implemented on five continents, covering the period 2017 to 2021.

As part of Norad’s management of cooperation agreements, Norad periodically performs organisational reviews. This review served as an important control and quality assurance function and enables Norad to take informed decisions on support and identify important dialogue and follow-up issues. The review provided recommendations to ensure better planning and follow-up by Norad and by the grant recipients. The objective of the organisational review was to describe, analyse and assess its capacity and systems in in four ability areas and in the following four main areas:

  • The ability to be: Organisational structure and Governance
  • The ability to organize: Cost efficiency and Financial management
  • The ability to do: Results management and Contribution to strengthening civil society
  • The ability to relate: Partnerships and Responsiveness
