The overall objective of the assignment is to conduct full organisational reviews of Norwegian Confederation of Trade Unions (LO). LO  is Norway's largest employee association with close to 1 million members. Its international solidarity work includes cooperation with trade union partners in about 20 countries in Africa, Asia, Middle East and Latin America. Norad has supported this work for several decades and currently have two ongoing agreements with LO, i.e. one framework agreement (Decent Work, 2019-2023) and one programme agreement (Modern Slavery, 2021-2023), both of which are implemented by partner organisations.  In line with Norad’s ToR and FCG Sweden’s methodology for organisational reviews, the assessment will cover the following aspects:
1. Organisational structure
2. Governance
3. Cost-efficiency
4. Financial management
5. Results management
6. Contribution to civil society strengthening
Particular attention will be given to: risk management, including cross-cutting issues; cost-efficiency and financial management; partnership model, including subgrants, and LO’s added value.
