Sida Amhara Rural Development Programme (SARDP) entered its third phase on July 1, 2004. Earlier phases had concentrated on livelihood improvement through agricultural development. Good Govenance had been addressed through initiating and supporting the decentralisation process in the Region. During the early planning of the third phase it was realised that in order for SARDP to adress povery alleviation in a comprehensive way it would be necessary to further develop the complex issue of good governance. It was thus decided that Phase III of SARDP should support the decentralisation process, the mainstreaming of gender issues and activities related to population. ANRS requested ORGUT in consortium with Scanagri to perform this planning in a participatory way.
