The services provided by SIPU International constituted part of a long-term co-operation programme between the Swedish National Policy Board (SNPB) and the Rwanda National Police (RNP). The overall objective of the development cooperation financed by Sida was to strengthen the institutional capacity of the RNP as a professional police organisation based on democratic values with respect for Rule of Law and Human Rights.

The project focused on 4 components:

  1. Increased management capacity of RNP
  2. improved community-policing aspects
  3. improved criminal investigation including crime scene examinations and
  4. strengthening of the system for institutional accountability in the RNP.
