Project design and appraisal for Financial Aid Support to Rwanda Natural Resources Authority’s Land and Mapping Department
The Land Tenure Regularisation Programme has been undertaking a systematic registration covering some 10 million plots within Rwanda. This has been undertaken using innovative low cost techniques and with maximum local participation and the supervision of the process by appropriate professionals. The aim of the assignment was to design a package of financial multi-donor support to assist with the completion of nationwide 1st registration and subsequent maintenance of the land register as part of the land administration system. The consultant was required to review the progress to date and make recommendations for the completion of the registration process and the future support of the RNRA such that it can become self- sufficient in its provision of services through a budget support programme.
